West Bengal S.C. and S.T. Development & Finance Corporation
West Bengal Scheduled Castes & Scheduled Tribes Development and Finance Corporation was set up in the year 1976 under the West Bengal Scheduled Castes & Scheduled Tribes Development and Finance Corporation Act, 1976 read with (Act XXXIX of 1976) and XIV of 1980 and Act 1981, with the specific object to uplift the economic condition of the poor Scheduled Caste / Scheduled Tribe people of the State.
From time to time the corporation also organizes training programmes for the Scheduled Castes & Scheduled Tribes people in association with NSFDC & NSTFDC through ATDC, ECIL, TCPC, NSIC etc. The purpose of training is to build confidence in the Scheduled Castes / Scheduled Tribes people and to enable them to implement their projects successfully.
The Constitution of the Corporation has been explained in detail under Section 4 (copy enclosed in Annexure ‘A’) of the West Bengal Scheduled Castes & Scheduled Tribes Development and Finance Corporation Act, 1976. It is also mentioned in the said Section that the State Government shall appoint one of the Members as Chairman and may, if it thinks fit, appoint another Member as Vice-Chairman of the Corporation. As per the provision, Hon’ble MIC of BCW Department. is entrusted the Chairmanship of the Corporation and Hon’ble MOS, BCW Department is entrusted the Vice-Chairmanship of the Corporation.
The functions and duties of the Corporation has been explained in detail in Section 14 of the West Bengal Scheduled Castes & Scheduled Tribes Development and Finance Corporation Act, 1976, read with its amendments in 1980 & 1981.
The powers and duties of the officers and employees
In terms of the Section 10 of the West Bengal Scheduled Castes & Scheduled Tribes Development and Finance Corporation Act, the Corporation shall have an Administrative Officer and Chief Accounts Officer both of whom shall be appointed by the State Government. The designation of the Administrative Officer has been renamed as Managing Director through an amendment subsequently.
The Administrative Officer shall be the Executive Head of the Corporation, and all other officers and employees of the Corporation shall be subordinate to him. In terms of the Section 12 of the said Act the Administrative Officer shall be authorized by the Corporation to exercise such powers and perform such duties as it may deem necessary for the efficient administration of its business, subject to such conditions and limitations as may be specified.
In terms of the Section 11 of the West Bengal Scheduled Castes & Scheduled Tribes Development and Finance Corporation Act, no person who has directly or indirectly by himself or his partner or agent, any share or interest in any contract, by or on behalf of the Corporation or in any work undertaken by the Corporation shall become or remain an officer or employees of the Corporation.
